Bartell Judge - Branch 10 Code 30703 In the matter of an Arbitration between the Petitioner and the District Board of Milwaukee Area Technical College (MATC), Respondent =================================================== SWORN STATEMENT REGARDING MATC BOARD MEETING MINUTES I, Llewellyn Cronce, am an adult citizen residing at 2203 South 58th Street, West Allis, Wisconsin 53219. I have served as MATC Manager of Printing Services since 1985. My managerial responsibilities include supervising production and printing of the MATC- Milwaukee District Board Meeting Minutes. The chain of custody for the creation, proofreading, and ultimate publishing of above typeset, paginated, and approved minutes has remained essentially the same during my years at MATC. The format of the attached 5.5" X 8.5" minutes (Volume XXIII Pages 275-337) certifying the 2/19/90 - 3/26/90 MATC Board actions is consistent with my records. The above sequenced pages memorialize two Board meeting held during February and March of 1990. I have no record of any other MATC Board meetings during this interval wherein the bindery played any role. I have retained records of what approved Board minutes were printed during the spring of 1990 to date.
I am familiar with the chain of custody of how the above typeset, paginated, and approved board minutes are generated, proofread, printed and published before delivery to the President's office for distribution to board members, all MATC libraries, Milwaukee Public Library, City Hall Legislative Reference Library, and the Wisconsin Technical College System State Board in Madison. In years prior to 1996, well over a hundred of above minutes were typically printed for distribution by the President's office. As for details of the 1989-90 fiscal year, (including February and March 1990) the following persons have personal knowledge on standard procedures that were used in preparing, publishing and distributing required Notices and Minutes: 1. Rus Slicker, MATC President 2. Patricia Balint, Executive Secretary to above MATC President. 3. Sylvia Cody, who took care of required notice and publishing. 4. Mary Anne Gross, who did a lot of the proofreading for above. 5. Sharman Hummel, senior instructor in the Printing Department. I have been informed that the above five persons testified in the Steinke arbitration regarding how MATC keeps records of meetings. Regarding above arbitration, I recall Arbitrator Richard Miller, with Attorney Mark Olson, former WFT president Carston Koeller and Steinke visiting my Printing Services office Monday 8/21/94. At the request of Steinke, I explained to arbitrator Miller how MATC Board Meeting Minutes were produced. I offered to answer any further questions that he may have had on the chain of custody. Board Meeting Minutes are kept in the MATC President's office. Neither Dr. Miller, Mr. Olson nor Mr. Koeller contacted me since.
The facts cited in above are independently verifiable by anyone visiting MATC who reviews approved typeset paginated minutes in the President's office or in any of the four MATC libraries. Pages 4 - 6 is the EMPHASIZED TEXT of 96-CV-0774 Steinke Exhibit 57 of Approved, typeset, paginated, printed, published Board Minutes memorializing Board actions of record during February-March 1990. Motion carried, the vote being as follows: Ayes - Cashmore, Clark, Elliott, Gill, Johnson, Keller, Parris, Guzniczak - 8. Noes - None. Under miscellaneous business, Mr. Richard Busalacchi questioned the Board about the resolution approved last month regarding the Student Senate Board. Chairman Guzniczak indicated that a date will be set for the Senate Board to give a presentation on the structure, opera tions, and accountability of the Student Senate. Date of Next Regular Meeting The date of the next regular monthly meeting of the Board will be Monday, March 26, 1990. Chairman Guzniczak announced that the Board intended to convene into Closed Session pursuant to Section 19.85 (1)(e) of the Wisconsin Statutes for the consideration of possible property acquisitions and Section 19.85 (1) (c) of the Wisconsin Statutes for the review of employ ment data of applicants for the position of President. It was moved by Ms. Elliott, seconded by Mr. Keller, that the board convene into Closed Session pursuant to Section 19.85(1)(e) of the Wisconsin Statutes for the consideration of possible property acquisitions and Section 19.85(1)(c) of the Wisconsin Statutes for the review of employment data of applicants for the position of President. Ayes - Cashmore, Clark, Elliott, Gill, Johnson, Keller, Parris, Guzniczak - 8. Noes - None.
